minimal Vagrantfile (py3.5+, openssl 1.0/1.1)

- killed many VMs that missed python 3.5 and/or openssl 1.1
- refer to 1.1-maint branch Vagrantfile if you want to re-add some
- kept xenial64 for openssl 1.0 testing
- kept stretch64 for openssl 1.1 testing and future binary builds
